Editorial-Wise Asks Foreign Aid Halt (From: Brazil Daily Times) With the Congress having been forced to remove some of the gold support back to the dollar so the nation is in position to redeem a minor share of the dollars in foreign hands, it would also be well for the Congress to end foreign aid spending. This statement is made by C. Wilson Harder, president of the National Federation of Independent Business. He states that on several occasions the nationwide membership of the organization has voted heavily in favor of ending foreign aid, realizing eventually such programs would put the U.S. into a distress position. If the Congress votes the new request for another foreign aid allocation amounting to more than $3.5 billion, this fresh money, added to allocated, but unspent foreign aid funds, will probably equal all the dollars pumped abroad in 1964 by tourists and private investments. “Inasmuch as the nation's monetary crisis has been brought about by the more than $100 billion given away in the past 20 years,” he said, "it is perhaps unfortunate that the Congress did not raise the price of gold in order to devalue the dollars held by foreigners. After all, dollars accumulated from foreign aid largesse are not earned dollars, and should not be allowed to embarass and impoverish the American citizen who must acquire dollars by earning. Thus, the foreign dollar holdings should be considered "bogus" dollars, and any further sending of dollars overseas w’ill merely aggravate an already desperate situation.”

The President has ruled out any overly “dramatic” moves for the time being, although reserving full freedom of action to meet anything which may develop. His primary emphasis is on more effective use of manpower and military equipment already in the field. But some additional war material for U. S. forces and economic aid for the South Vietnamese will be sent. His schedule called for him to deliver a first-hand report on the Viet Nam war to a joint session of the House Armed Services and Foreign Affairs Committees and then repeat the performance for the Senate Foreign Relations and Armed Services Committee. Present plans call of Taylor to return to his bomb-scarred embassy in Saigon early next week.

LBJ Discusses Unemployment WASHINGTON UPI —President Johnson believes that the decline in the nation’s unemployment rate to the lowest point in 7-^4 years is the best economic news of 1965. But Johnson wants business and labor to continue cooperating to keep the economic boom rolling and reduce joblessness even more. Johnson made the comment Thursday after the Labor Department announced that unemployment fell by 478,000 in March to 3.7 million. Even more important, the seasonally adjusted jobless rate dropped to 4.7 per cent of the labor force — its lowest rate since October, 1957. This means that 47 of every 1.000 persons in the labor force were looking for a job last month but did not find one. “There is much good news economically this year,” Johnson said in a statement opening an impromptu news conference. “The news of this gain on employment is the best — and the most important of all. Good as it is, 4.7 per cent unemployment is too high. “That figure means the number of unemployed in our economy is equal to or greater than the individual populations of two-thirds of our states — states like Connecticut or Kansas, or Tennessee or Washington. “That many is too many.**

Snow And Rain Hit Over U.S. Snow and rain hit the eastern seaboard and Far West today, dumping up to 10 inches of new snow in western New York and triggering mudslides that threatened to bury 40 homes in Southern California. Heavy snowstorms plagued the northern Appalachians. Clean, N. Y., reported 10 inches of snow and Bradford, Pa., had four inches in six hours. Rain spread from the Carolinas and Maryland to the Great Lakes. The western rain storm washed the region from southern Texas to the Pacific Northwest and Southern California. Authorities kept a close watch on 40 homes in Burbank, Calif., and said they would move out residents if necessary. Heavy rain pushed a mass of mud and water down Burbank’s exclusive Country Club Drive Thursday, washing a car before it and forcing most residents to leave their homes. They returned during the evening but the rain resumed, threatening new slides. The surrounding soil was burned a year ago by a forest! fire, leaving it vulnerable to rapid washing. Traffic accidents on rainslick highways in the Los Angeles area killed about a dozen persons the past two days. A 2-year-old girl was killed when rain shorted wiring in h • r home. Warmer weather moved today into the Upper Midwest and Northern Plains where a deep snow pack brought danger of severe flooding from any sudden thaw.

Man Held For Threat On LBJ PHILADELPHIA UPI — A North Carolina used car dealer was arrested in a highway tavern near here today after he allegedly threatened to kill President Lyndon B. Johnson. Lt. Jules Mezzeras of the surburban Falls Twp. police identified the man held as Gareth R. Bridges, 37, Forrest City, N, C., a buyer of used cars for transport and sale in the South. Mezzeras said Bridges was in the Highway Hut on Route 1 where he allegedly made repeated threats that he would “get a 30-caliber rifle and shoot the President.” Alarmed patrons in the tavern called the FBI, and Secret Service agents were alerted. They in turn called the Falls Twp. police and Mezzeras arrested Bridges. Bridges was held at the township police station pending arraignment before a U. S. commissioner here on charges of threatening the life of the President.

Borrows Money To Pay Taxes WASHINGTON UPI —With that April 15 day of judgment approaching, President Johnson has had to dig just as deep as millions of other Americans to pay this year’s tax bill. In an off-hand remark at a White House ceremony Thursday, Johnson disclosed that he recently borrowed money to pay his taxes. “This year,” the President said with a smile. “I borrowed the money the other day to pay the government a tax of $100,000. “They have a procedure where they pay it to the President with the left hand and take it out with the right.” The chief executive apparently was referring to his basic yearly salary, which totals $100,000 without expense allowances.

Viet Peace Move Is Over SAIGON UPI—South Viet Nam s strongest “peace” movement was virtually wiped out today by the resignation of its Buddhist founding father in a development expected to strengthen the position of Premier Phan Huy Quat. The National Buddhist Center announced that Quang Lien, a leading monk, has resigned from the “struggle movement for peace and the peoples happiness,” which he founded His departure is expected to end the "struggle movement.” It also apparently meant that Phan can count on the support of the Buddhist center. Phan actually was on close terms with leading Buddhist monks even before he was called to head the government after the downfall of Gen. Nguyen Khanh two months ago. Earlier this week, the Buddhist center ordered the 50,000member Buddhist youth organization to steer clear ef peace movements. On the war front, UPI correspondent Timothy Page reported from Da Nang that a trapped company of government troops successfully escaped annihilation at the hands of Communist guerrillas Thursday. American military sources said the 100-man company w-as surrounded by several hundred guerrillas before dawn Thursday near the village of Hien an in the Moon River Valley, 400 miles northeast of Saigon.
