Let’s Look at Fluoride
by Martin Kruse The question of fluoridation in the Greencastle Water Supply was first brought to the city’s attention some ten or fifteen years ago. Much was said at that time and little was done beyond the -discussion stage. Now, however, we believe that the question should be presented to the public for further action.
"■ An interview with Howard Brackney, Superintendent of 'the Greencastle Water Works, -brought out several interesting facts, Mr. Brackney states that his office is constantly keeping a file on the fluoride situation in and around the United States. From investigations conducted in the past he made known the various costs of installing and maintaining a flouride system. The biggest expense, he said, would be man-power. There would have to be a man on duty 24 hours a day to constantly check the fluoride level in the water. The biggest surprise came when he mentioned the cost of installing the system. “Depending on the equipment selected, the cost shouldn't run more than $354500.'’ Mr. Brackney also mentioned that the operation of the water works would increase by 15-20 per cent. This is due, he said, by the corrosive action of fluoride in the pumping equipment. The pipes would be unaffected because the running water would prevent a concentration of the salt content. The cost of the chemicals involved would be $150-250 per „ month. Mr. Brackney stated that the fluoride system wouldn’t raise the taxes since the water works department isn't supported by the tax rate. However, he did • say that the water rates may eventually raise. The Superintendent stressed the word - “may”. - In addition, Mr. Brackney stated that approximately 50 -per cent of the utilities that have installed fluoride have discontinued its use. The discontinuation. he said, was apparently under pressure from •the anti-fluoride factions. Mr. Brackney closed the interview by stating that flouridation is a “definitely open issue and not one that is clos-

Dental and medical authorities have conducted studies and . research into the supposition that fluoride will prevent decay of teeth. In Indiana for instance, a check of fluorine’s effect on teeth was dramatically brought to light when .children in Adams County, u here the water has a natural -fluoride content, were found .to have 61 per cent fewer cavities then the children in lower or none-fluoride content water

In Austin. Minnesota, dentists reported that since the fluoride solution was added to the water the decay-cut-back tn six-year-old children was as much as 70 per cent. However, local political opposition forced the discontinuance o f fluoridation and, dentists report. the decay rate doubled dining the next three years. The controversy was so great in Riverhead. New York, that

Another item that anti-fluo-ride groups have used is the fact that when the ratio of fluoride and water is greater than 1 part fluoride per million parts water, a mottling of the teeth appears. This mottling appears in the form of brown stains on the enamel. Doctors in Monmouth County, N. J., have warned residents in towns having fluoridated water not to use vitamin supplements containing fluorides because the mottling of teeth will appear. This again is the result of an excess of fluoride. More ammunition for the anti-fluoride groups comes from Australia where physiologists warns that giving each consumer an average amount of fluorides is not sound medical practice, because certain individuals may require specific dosages, or even none at all, to preserve their health. Along the same line, persons have shown up at water departments claiming to have an allergy to
fluoride.
One medical doctor stated that these groups have conducted a door-to-door campaign informing residents that sodium fluoride is an ingredient of roach powder. This, said the doctor, is common knowledge. The fight for fluoridation continues. The AFL-CIO circulated a publication urging fluoridation as part of its policy in getting local labor groups and other civic organizations to win favor for fluoridation. A health agency for an Ohio city was adviced by its legal departments that it can pass an effective and binding regulation to put fluoride in city water. The American Dental Association pointed out that this ruling opened a new way to enforce fluoridation. The opinion stressed that if the health department takes the initiative, the decision to fluoridate water supplies cannot be challenged by a referendum call by
voters.

In a pamphlet published by the Indiana State Board o f Health, answers to pertinent questions are found. The following are a few of the questions and the answers found in that pamphlet. What is Fluoridation? It is the standardization of the fluoride content of a public water supply. Progressive communities use this method to reduce dental decay amoung their children.
Is it Safe?
Fifty years of scientific research has proved fluoride in public water supplies to be safe in every respect. What are the Benefits? Children born and reared in areas where fluorides are present in the water have 60 to 65 per cent less cavities and lose fewer permanent teeth. Is it Legal? Fluoridation is constitutional and has been so declared by local, state, and federal courts. How soon can benefits be
observed ?
After five to seven years of fluoridation, children in Indiana communities show less tooth decay. However , maximum benefits will be observed after children drink fluoridated water from birth through eight years of age — the period of tooth formation. These benefits carry over into adult life. Are controls necessary? Yes. Engineering controls are necessary in the handling of this chemical, the same as they are in handling of all other chemicals which are added to the water suply. What are the steps toward fluoridation ? The initative in such a program may be taken by individuals, local community groups, or governing officials. In the United States decisions to fluoridate are made by the

water supplies. Four States (but only four) require a public referendum in every instance. Main, Massachusetts, N e w Hampshire, and Nebraska. These states are in an unenviable position since fluoridation is predominantly a scientific issue upon which the education of large numbers of voters is difficult. All other public-health measure* are administered by elected or appointed officials w’ho have an opportunity to become acquainted in detail with the specialized problems and the vocabulary of the measu r e involved. Legislative efforts were made in Massachusetts to drop the referendum procedure back from compulsory to optional status in 1964, but these efforts were not successful. One State, Connecticut, has proposed legislation that fluoridation be mandatory for water supplies serving 10,000 or more persons. This measure is at present on its way through various state publichealth and legislative channels. There are alternatives to water fluoridation. Low’ cost fluoride tablets are easily produced that will give the public a sufficient suply of fluoride. Even this has its drawbacks. In Hawaii a well publicized campaign was promoted to introduce the public to the tablets with free distribution. Ninty per cent of the parents began giving the tablets to their children. Four years later less than twelve per cent were continuing with the program. The fluoride tablet program is considered safe and effective if properly utilized. The fault of the program, then, lies with
the parents.

According to a list compiled by the Indiana State Board of Health, there are nineteen national and state organizations fully backing the fluoride movement. These organizations include the American Association for the Advancement of Science, American Association of Public Health Dentists. American Dental Association, Medical Association. American Public Health Association, American V’ater Works Association, C. I. G. (Executive Board), Indiana State Dental Association, Indiana State Medical Association, National Congress of Parents and Teachers, National Junior Chamber of Commerce, National Research Council, State and Territorial Dental Directors, State and Territorial Health Officers, United States Air Force, United States Army, United States Navy and the Unit/'’!
