Chile's President Given Free Reins In March Voting
Throughout the election cam- i uardo Frei Montalva’s Christipaign, Chilean President Ed-ian Democratic supporters had
pleaded with the voters to give him a “parliament for the people.” In presidential elections last September, Frei himself had won by a majority never before accorded a presidential candidate in Chile. But his platform designed to eliminate Chile’s traditional social and economic evils had bogged down in a lame duck congress. In Sunday’s March 7 elections, the people gave Frei his answer — an absolute majority in the Chamber of Deputies for the first time in this century and the election of all 12 Chris-
tian Democratic candidates for the Senate. A Christian Democratic sweep of the Senate apparently was prevented only by the number of candidates and the fact that only 21 of the 45 Senate seats were up for election. Frei’s candidates took nearly 400,000 votes from the Commu-nist-supported left, but the real losers were the Radical, Liberal and Conservative parties of the political center and right. I Altogether in the 147 seat ; Chamber of Deputies Frei candidates won 82. The election results gave Frei
a clear mandate for sweeping reforms, and where there might be trouble his split opposition on the extreme right and left were particularly vulnerable to baragaining. Communists had opposed Frei’s laboriously-negotiated agreement with American copper companies because it stopped short of nationalization. The agreement gives the government majority control of the Braden Copper Company, a subsidiary of Kennecott, and an important voice in Anaconda and Cerro de Pasco mines. The Radical party, in the po-
litical center, opposed his plan for administrative reforms because its members occupy a dominant position in the grossly inflated civil service. Moneyed interests tacked on i so many amendments to his 1 slum clearance bill that Frei finally withdrew it. Opposed from all sides was a proposed constitutional reform which would permit the president to take disputed proposals to a popular vote in the form of a plebiscite. It meant surrender of congressional authority and in the hands of a popular president could short-
circuit the governmental system of checks and balances. It is a system which frequently has been used by President de Gaulle of France.
Imports Drop WASHINGTON UPI — The Gulf and East Coast dock strike caused a 27 per cent drop in January imports, the Commerce Department said today. Total imports were valued at $1.2 billion for the month, compared with $1.6 billion in December, 1964.
