politicians to the voters.
But in a few weeks much of the fun will be taken out of his job. On March 9, as presiding officer of the Senate, Humphrey will be called upon to rule whether or not each session of the Senate comprises a new body able to make its own operating rules. ! The question is of more than passing importance: a favorable ruling would be the opening wedge of a liberal drive to make fili-
busters more difficult to maintain.
The present rule requires two-thirds of the Senate to choke off debate. Liberals want to reduce that measurably; some would like to
see it changed to a simple majority vote.
If Humphrey rules that way, he’ll touch off a filibuster against efforts to make it easier to end filibusters. Such a talkathon could tie up legislative progress toward the Great
Johnson dodged Society for many weeks. If he rules the other the issue way, he’ll have made some serious enemies
among the predominantly liberal-minded Dem-
ocratic majority and placed the Johnson administration in a
politically embarrassing position.
When Lyndon Johnson was vice president, he was called on to make a similar ruling and declined, claiming it was a constitutional question. Johnson placed the matter before the Senate for a decision. Needless to say, a filibuster ensued and the matter
never did come to a vote.

• CORRECTION PLEASE—In the never-never land of international economics, the problem of the U. S. adverse balance of payments generates all kinds of ideas. The adverse balance has caused the U. S. to lose a sizeable chunk of its gold reserves in recent years and statistics on the flow of capital are watched closely. Government economists who make up these periodic reports j on how things stand with the balance of payments find it is extremely difficult to track down all the various transactions i that go into the over-all total. To make their statistics accurate, I they’ve created an item labeled “Errors and Omissions.” This item, used to lump estimates of a lot of untraceable transactions, looms extremely large at times. One humorous economist (yes, there are some) suggested that one way to keep the total down would be to levy a tax on it

• MILITARY AID—This jaded capital is used to hearing that U. S. miltary weapons and combat airplanes are being shipped to some foreign country or other. But eyebrows were raised in Washington when a news service reported that American F-84 fighter planes were being readied for service in Iran. The planes in question were among those dynamited in Canada. When reporters inquired why American military planes had been sent to a Canadian factory A Com of the answer was they were being readied for Iran. , M . , A persistent news-fellow felt uneasy about the misloken whole thing.
