M. Zuckert announced in Washington Thursday the appointment of a five - man advisory committee, headed by Gen Thomas D. White ret., former Air Force cheif of staff, to “review fundamental programs.” at the academy. Zuckert acted because of reports that as many as 325 of the academy’s 2,567 cadets were involved in the cheating scandel. Many of the honor code violators apparently risked expulsion or courtmartial only by failing to report breaches of honor by fellow^ cadets.

Each committee has jurisdic- committees of Congress. But tion over certain subjects for this area of Congress is as legislation. There are almost much a part of your system of

200 of these classifications, ranging from space to veterans’

affairs.

But many bills never get beyond the committee stage. As the phrase goes, they “die” in committee. This Is one of the reasons why the committees play such an important part In our legislative system. In fact, no phase of congressional procedure is more important than “action by committees.” This system of committees—though far from perfect— Is essential to our Republican form of gov-

ernment.

It is in these committees that the various bills get the most intensive going over. Here, interested parties are invited to testify on them; all views are

Government as the highly publicized joint session of Congress. In fact, the legislative committees provide the real “work-

shops” of our Congress.
