Negro Member On School Board By United Press International The Tennessee mountain city j of Chattanooga Tuesday i launched one of the South’s : first desegration instruction programs for teachers. Chattanooga also named the first Negro — the Rev. H. H. Battle — to the city school ;board. The city, which began a peaceful school desegration program in 1962, will set up a “laboratory center” to train teachers of both races to work in desegrated schools.

Mitchell Appointed INDIANAPOLIS UPI —Governor Branigin appointed John E. Mitchell of Flat Rock a s director of the state department of conservation. He suceeds Donald Foltz, Clinton, a controversial state official during the reign of Gov. Matthew E. Welsh. Mitchell has served as executive secretary of the Indiana Flood Control and Water Resources Commission since 1962 and will continue in that post in an acting capacity, Branigin j said.
