Goodell was a leader in Ford’s campaign to unseat Halleck and in Ford’s 1962 drive to win the House Republican caucus chairmanship. Frelinghuysen. 48, who has the most senority of the three prospects, opposed Laird Monday for the caucas chairmanship being vacated by Ford. He lost by only 13 votes, even though he had not entered the race until the night before the election.

in protest against an appearance by Alabama Gov. George Wallace. Wallace was scheduled to address the annual convention of the Tennessee School Board Associations this morning despite the threat of officials of the National Association for the Advancement of Colored People. Mrs. C. E. McGruder, president of the Nashville NAACP, had appealed to association authorities to cancel Wallace’s speech. The association refused and Mrs. McGruder said “we have no alternative but to demonstrate ...” Another Negro leader, the Rev. Kelly Miller Smith, said Negroes felt that Wallace was “not of the caliber that should speak before a school boards association.” Ernest W. Gotten, executive secretary of the association, said Wallace was invited because he had a “brilliant” record as governor and had done much to further education in Alabama. He said police protection had been provided for the governor. In Jackson, Miss., Gov. Paul Johnson said Wednesday he might call the legislature into emergency session to consider federal desegregation mandates on public schools receiving federal funds. But Johnson said there was no immediate prospect of such a session. The 1964 civil rights law requires that each school district, in addiion to the state school board, sign desegregation pledges as a prerequisite to federal aid. The Georgia Board of Education will hold the first of a series of three meetings Friday to acquaint school superintendents with the civil rights law.
