Discusses Arms To Congo Rebels WASHINGTON UPI — Secretary of State Dean Rusk said Tuesday there was a “very good chance’’ that shipments of Communist arms to Congo rebels will soon be brought under control. Rusk made the remark to reporters following a closeddoor appearance before the Senate Foreign Relations Committee to brief senators on world problems. Rusk emphasized that the discussion was the first of a series of meetings he will be
holding over the next 10 day* or two weeks with House and Senate members. The initial session with the Foreign Relations Committee touched importantly, too, on the conflict in South Viet Nam, where Rusk said “very farreaching issues of policy and action" are now involved. He declined, however, to go beyond President Johnson's State of the Union promise that he would "not break” the pledge of three U. S. administrations to help South Viet Nam against Communist aggression.
