Approximately 1,500 persons claimed asylum behind a wire fence at the Buddhist center. Some of them began throwing rocks over the fence at the government forces and then the grenade exploded. The paratrooper commander said his men were not armed with hand grenades. There were no immediate reports of injuries as a result of the blast. The 10,000 Americans in the Saigon area were warned to stay off the streets and avoid crowds unless absolutely necessary for official business.

Aid First On Senate Agenda WASHINGTON UPI Senate Democratic Leader Mike Mansfield, Mont., says the administtration’s Appalachian aid program probably will be the first business before the Senate in January. Mansfield told a news conference Tuesday he' also hoped for early action on legislation to reduce excise taxes and to establish a program of health care for the elderly. But he noted that these bills must originate in the House and that their timetables will be decided by Chairman Wilbur D Mills of the House Ways & Means Committee.
