Probers Urge Regulations WASHINGTON UPI — Senate investigators said today new government regulations were needed to protect the housewife in search of a good buy in food, cosmetics, kitchen and bathroom items. In a 111-page report on its study of “Truth in Packaging,” the Senate anti-trust and monopoly subcommittee rejected the plea of some industry witnesses for self-regulation in packaging and labeling. “The simple answer is that it will not work and has not worked,” the report said. “The condition of the marketplace is the best evidence of this fact.” At the same time, the subcommittee said the abuses generally did not reflect a deliberate attempt by manufacturer* to deceive or confuse the consumer.

Rain Prospects Good In State By United Presi International Temperatures flirted with records in Indiana today amid the brightest prospects for a moderately soaking rain in

weeks.

Highs in the 70s were expected this afternoon and again Thursday with 93-year records for the date in jeopardy. Forecasts for general showers and thundershowers affecting the entire state Thursday afternoon or evening added an optimistic note for Hoosiers alarmed by one of the worst fall droughts in history. The five-day outlook called for about one-half inch of precipitation in showers and thunderstorms about Thursday or Friday and again about Sunday or Monday. No measurable rain has been recorded in Indianapolis since Oct. 18, and the city has not had as much as one inch of rain in a one-day period since last April 20. Similar conditions prevail over much of the state. Temperatures crested Tuesday at points ranging from 65 at South Bend to 75 at Evansville. The high of 73 at Indianapolis was only 2 degrees off the record for Nov. 10. Overnight lows this morning ranged from 51 at Evansville to 56 at South Bend. Highs today will range into the 70s throughout the state. The record at Indianapolis for Nov. 11 is 76 degrees in 1927. If the mercury should climb as high as 77 there, it would be the warmest temperature ever recorded so late in the season. Lows tonight will range from 55 to 60, and highs Thursday in the 70s again. Thursday may be the last mild day of the season The five-day outlook indicated that mating seasonal normals of 48 to 55 maximums and 31 to 39 minimums will follow the shower period beginning Friday. Nevertheless, the temperature average for the five-day period ending next Monday will

be about eight degrees above normal.

Jewel Thieves Await Trial MOSCOW UPI — Two men who stole jeweled treasures last year from the State Historical Museum on Red Square have been captured and are awaiting trial, according to the newspaper Sovietskaya Russia Soviet Russia. “The criminals did everything to cover up their traces and to mislead the militia," the newspaper said Tuesday. “But their cunning schemes were disclosed. “The stolen treasures were found in the town of Nalchik and Gudermes. The two criminals will soon be put on trial.” The booty was said to include a sword with a diamond— encrusted handle, but the paper did not describe other items or name the suspects. Such crimes normally go unreported in the Soviet press. “For many years we have not known about such daring thefts,“ the paper said. Nalchik and Gudermas are in

Dilemma Faces Steelworkers PITTSBURGH UPI — The 1.2 million - member United Steel workers union (USW), third largest in the nation, found itself impaled today on the horns of a curious dilemma. How can its top leadership issue demands on the steel industry for negotiating a new wage contract when that leadership may not be around after the contract talks start? That was the burning question the union’s 33-man international executive board wrestled with in daylong session Tuesday. But they could not find an immediate answer. As was expected, when their meeting was over the executive
