Sudan Installs Civilian Cabinet CAIRO UPI — A new government in neighboring Sudan today tackled the problems crested by this week’s insurrection, in which 29 persons were kill-

ed.

A civilian cabinet headed by Bremier Sirr-el-Khatm el Khalifa was sworn in by President Ibrabim Obboud. The president was forced by riots, demonstrations an da general strike this week to disband the military junta which had governed the Sudan for six years. El Khalifn speaking to the nation by radio Friday night, pledged his new government to a foreign policy “opposed to imperialism and alliances.” He said an agreement had been forged between the armed forces and civilian politicians t£ hold free national elections by next March and to write a new constitution for the country. He said during the transition period his caretaker government would rule on the basis of a provisional constitution and would promulgate a series of liberalization measures, including an end of emergency. He said the juriciary, the press and the universities would be safeguarded.

It is further provided that the parking meter sone as defined in this paragraph may be altered or changed by enlargement or curtailment by the City Council at any time which ia deemed advisable and necessary. IH. The Board of Works is authorized to purchase or lease parking meters in sufficient numbers for the purpose of regulating traffic as provided in this Ordinance. The purchase price or rental fee thereof shall be paid solely from the receipts, fees, revenue and funds obtained from the operation of said park, ing meters, without in any manner obligating the City of Greencastle to pay for the same from any other sources. The Board of Works shall cause to be placed, installed and removed, parking meters upon the curb side of the sidewalk in the Immediate vicinity of the individual parking spaces and cause individual parking spaces to be laid out. marked and designated upon the streets and adjacent curb or sidewalk in the parking meter zone. The Board of Works shall also provide meters in any area designated for offstreet parking. TV. Whenever a vehicle shall be parked in an individual parking space, where a parking meter has been installed, the person parking such vehicle shall, for the privilege of parking such vehicle therein, deposit a coin or coins of lawful United States money In said parking meter sufficient to pay for the full time and period which he shall have or keep his vehicle or the vehicle which he is operating in said individual parking space. Any person desiring to park any vehicle within such parking meter space as defined in said Ordinance, shall deposit the money for the time desired as follows: Zone A: One cent for each twelve minutes up to two hours. Zone B: Five cents for each two hours up to ten hours. V. Each individual parking meter shall contain, on a conspicuous part of said individual parking meter, full instructions concerning operation of the same and the fee or revenue required for parking in said individual parking

space.

Any vehicle which remains in an in. dividual parking space after and beyond the time prescribed for parking therein in accordance with the amount of money deposited in said individual parking meter and the signal shows the time elapsed Is hereby determined to

be an illegal parking.

Any vehicle which remains in an individual parking space in Zone A for more than two consecutive hours is hereby determined to be Illegally parked and whether or not the meter displays a signal showing that the proper deposit of coins has been made. The provisions of this Ordinance shall not apply to vehicles parked or standing upon the streets in the designated parking meter zones between the hours of 6:00 o’clock P M in the evening and 8:00 o’clock the following morning of each week day. nor shall the provisions of this Ordinance apply on Sundays and all legal holidays, and such other days as may be designated by

the City Council.

The provisions of this Ordinance shall not apply to vehicles which may be parked temporarily for the sole purpose of unloading or loading merchandise or passengers, provided the loading and unloading of merchandise shall not exceed five minutes and for pasengers. shall not consume more than three minutes: and the provisions of this Ordinance shall not apply to the following other vehicles: automobiles operated by members of the State Po. lice or officers having police power. VI. It shall be unlawful for any person to cause, allow, permit or suffer any vehicle to be parked over and beyond the period of time of legal parking which has been paid for by the person in accordance with the instructions contained on said individual parking meter as established for any in-

meter and for the purpose of causing said meter to Indicate a legal right to park in said space. X. Any person violating any of the provisions of this ordinance ahall be guilty of a misdemeanor and upon conviction shall be fined 1b any sum not axceeding $10.00 . XT Whenever any police officer shall find that the owner or operator of any vehicle has violated any of the provisions of Paragraphs 6 and 7 of this Ordinance or any one or more of said provisions of Paragraphs 6 and 7. such officer shall notify such owner or operator by. printed ticket or notice, of such vehicle or hts representative of the violation by presenting any such person found in charge of such vehicle with a written notice or ticket describing and designating such violation. If such officer shall not locate any such person or persons in charge of such vehicle, then such officer shall notify such owner or operator of said violating by posting a written notice of the same in a conspicuous place upon such vehicle. All notices or tick, ets describing and designating violations shall be prepared in duplicate. One copy shall be served on the violator as herein provided, one copy shall be filed by the officer with the City Clerk-Treasurer as soon as possible after delivery of such notice to

violator.

All notices shall be serially numbered and shall contain the following information: fa> The number of the parking meter which indicated that the vehicle occupying the adjacent space is or has been parking in violation of the provisions of Paragraphs 6 and 7 of this Ordinance. fb> The specific violation charged and the time during which the vehicle was parked In violation. fc) The license plate number of the vehicle, if any. fd> The name and address of the owner or operator of the vehicle If the same can be obtained. <e> The date of the violation. (f) Signature of the officer.

A warrant for any such expenditure shall be drawn by the Clerk-Treasurer of said City upon a proper voucher of the Board of Works, which voucher shall be signed by the President of said Board or other legally designated person as is now required by law for other expenditure of City funds by the Board of Works. XIV. The Board of Works is hereby authorized to determine the location of passenger and freight curb loading zones, and doctor’s parking areas which shall not be metered. <a> Parking: The standing of a vehicle upon a street or lot whether such vehicle is occupied or not. <b> Mechanical Parking Device or Parking Meter: A device which shall be located adjacent to the curb or sidewalk of a public street or upon a city parking lot adjacent to and desig-
