MOW MUCH IMPACT NAVI OPINION POUSf

DO THEY ACTUALLY INFLUENCE VOTERS?

By HENRY CATHCART Central Pres* Washington Writer xyrASHINGTON—Students of ti>« American political scene W have been concerned for some time over the impact of public opinion polls on voter patterns. Do polls show the way people intend to vote or do they actually influence voters to the extent of affecting the outcome? There is some evidence to support either side of this argument An American trait of long standing has been the natural sympathy stirred up for the underdog. Contradicting this is another long standing belief among politicians that an undetermined percentage of voters like to be on the winning

side of an election.

This ambivalence has long been recognized, but because of its very inconsistence it has defied quantitative measurement from one election to another. In 1948, it was obvious that the “underdog" theory had tremendous appeal for many voters while they disregarded any impulse they might have had for voting with the “winner,” unanimously predicted to have been Thomas E. Dewey. ha 1952, however, fore-knowledge that Adlai Stevenson was trailing far behind Dwight D. Elsenhower had no effect in appealing to the “underdog” sympathies of the voters.

• EROSION OE COMMUNIST BASE—A favorite theory among the double-domed thinkers in Washington who devote their ef- ! forts to watching the course of internationol Communism is that time and the increasing demands of the Communist-controlled masses will force their governments toward capitalism. Radio Free Europe has detected two straws in the wind which tend to bolster this theory. RFE found that Czechoslovakia tacitly admits that the profit motive has increased the efficiency of operations of many of its one-man businesses, such as tailoring, shoemaking, hair dressing, carpentry and the like. The pri-vately-supported IT. S. propaganda agency notes that govern-ment-owned small service businesses has been one of the weak spots of the Czech economy all along. RFE also notes that while Communist theory has long held that interest and carrying charges are not proper in a Communist society, the practice of selling consumer goods of all kinds in Russia is on the rise. Along with such sales, there must be interest and carrying charges. Started five years ago as a grudging concession to helping meet the consumer needs of its people, Russia now lauds buying on time as "a progressive form of trade." • • • • • JOHNSON FIRST—If he wins election to a four-year White House term, Lyndon Johnson intends to provide an official residence for his vice president. Most presidents want to leave their mark on Washington and this is one of the little touches that Johnson has in mind. One proposal under consideration is to convert the official guest house across the street from the White House for permanent use by Hubert Humphrey Johnson and all future vice presidents. Another, of course, would be to purchase or build a suitable Want * Hom » residence in a close-in section of the capital— For V. P. maybe even on Capitol Hill near the Senate where the vice president presides. A basic factor behind Johnson’s thinking is that as the importance of the vice presidency grows an individual occupying that office must do a lot of official entertaining. This requirement should not be left to be filled well or poorly depending on the personal financial resources of whomever happens to be elected to that position.

Alcoholism Is A Disease

“ONCE an alcoholic, always an alcoholic’’ is s shocking and disturbing truth. Alcoholism is a chronic, cun Ring and baffling disease that does not disappear, even with complete and total abstinence from alcohoL Alcoholism is an actual physical illness that must be studied from the point of view of prevention, diagnosis and control. Alcoholism inI sidiously alters > and even deDr. Coleman stroys the lives of five million men and women in the United States alone. Alcoholism affects the happiness of families whose worlds center around this malignant illness. A Pathetic Illness Alchoholism is a pathetic illness which must not be mistaken for a mental disorder. It is baffling because it still resists the concentrated efforts of doctors, scientists, sociologists and psychologists who ceaselessly try to find its cause and cure. Is it a drug allergy, for alcohol is a drug? Is it a chemical imbalance? Is it a hormone deficiency? Is it a hereditary or environmental consequence? These questions remain unanswered, even though no one departs from the emphasis that alcoholism is a chronic, cunning, baffling physical illness that can be controlled. Threat To Teenagers The ounce of prevention is that ounce of wine, beer and whiskey which must be removed from those teenagers who are potential candidates and who may graduate too quickly from the social drinker to the alcohoUc. Educators, reUgious advisors and parents must coordinate their energies in warning the adolescent that chronic alcoholism is a lurking threat to

all social drinkers. The symptoms of the disease of alcoholism vary slyly from simple social irresponsibility to total and complete physical and emotional degradation and de-

struction.

Often Chemical Need The amount of alcohol consumed does not determine whether or not one is an alcoholic. Each individual has a different level of tolerance to the alcohol drug. Often the alcoholic drinks because of his body’s chemical need for whiskey, much as the diabetic chemically craves sugar. The alcoholic must not be relegated to the waste heap of shameful disregard, waiting to accept the handout of pity. These unhappy, miserable human beings have a wealth of personal resources that can only be made available when they are again restored as dignified. rehabtittintd members of society. The alcoholic fiffets a valiant, battle when given the support; of understanding, kindness and respect. His battle for survival begs for and deserves medical and psychological assistance. ! Additional Armaments Tranquilizing drugs, in-! creased nutrition, remedy .of vitamin deficiencies are additional armaments in the fight against the evasive assailant; and spectre of alcoholism. Alcoholics Anonymous is a gentle but persuasive force generated by dedicated people who selflessly and tirelessly devote themselves to helping the alcoholic in his painful struggle to regain his health, his emotional strength and his inner

dignity.
