Negro To Speak A prominent Negro federal judge, James B. Parsons, will examine approaches to successful human relations in a convocation address tomorrow at 10 a. m. in DePauw University's Meeharry Hall. Parsons was appointed by President Kennedy as judge of the U. S. District Court for the Northern District of Illinois in 1961. The Missouri born jurist had been serving as an elected judge of the Superior Court of Cook County (111.) prior to his residential appointment to the federal bench. Miller Stumps In Windy City CHICAGO UPI — Rep. William E. Miller, the Republican vice presidential candidate, came \vh<;re the voters are today in this state which Sen. Barry M. Goldwater considers a key to a GOP victory in November. Miller, fresh from a campaign swing through Indiana, had formal speeches, receptions and an open air rally on his schedule in the Chicago area. More than half the population of Illinois is in Chicago and its suburbs. Miller’s visit here preceded by a day that of Goldwater, who has set his signts on swinging Illinois into the Republican column with its 27 electoral votes. The late John F. Kennedy carried the state by the slim margin of a few thousand votes in 1960. The GOP vice presidential candidate's swing through Indiana took him across the state from Richmond to Terre Haute. At the Indiana State College Sports Arena in Terre Haute. Miller told a crowd of about 4.000 persons that the American people “want the truth’’ about Bobby Baker straight from President Johnson.

Goldwater's remarks were in a speech prepared for deliv- j ery at a campaign rally here today in his first of three stops in Texas. He also was scheduled to go to Beaumont and Hous-

The Arizona senator told reporters his mention of rumors and scandal referred to the Bobby Baker case. He said he had no comment on the resignation Wednesday of Walter W. Jenkins as a Johnson aide after disclosure Jenkins had been arrested on morale charges. Making his fourth campaign foray into Johnson’s home state of Texas, Goldwater hammered hard on the Bobby Baker issue and gave almost equal billing to the President's fellow Texan. Billie Sol Estes. Goldwater said: “All across this land there is a rising tide of doubt and dismay concerning the presidency of the United States. “On the one hand, there is a President who asks for the most extreme devotion, even lov'*, asking the people to go rll the way with him, to turn their taxes, their future, their schools, their problems, their every wish over to him. “On the other hand, there is a P-esident whose great and good friend, Bobby Baker, has been exposed as a manipulator of high office.
