Editorial Croup Hears Humphrey WASHINGTON UPI — Sen. Hubert H. Humphrey said today that the “Vital key to our national security is responsibility in the use of strength.’’ The Democratic vice presidential nominee made the statement in a speech prepared for delivery at the annual conference of United Press International Editors and Publishers here. After the speech, Humphrey
was scheduled to head his campaign into Ohio and Pennsylvania. Appearances were planned at Youngstown, Ohio; Sharon - Farrell and Erie, Pa., and Ashtabula, Ohio. The senator’s speech to the UPI editors and publishers dealt with foreign policy. He said for that nearly 20 years the presidential candidates of both parties had agreed on the “fundamental national goal in our relations with other nations.’’ He said, “the man we elect as president this November must understand the nature of this legacy and be committed
to its continuation. In addition, he must clearly perceive the nature of the world in which he seeks to apply this bipartisan policy.” Humphrey outlined seven principles upon which he said the bipartisan foreign policy was based: —“. . . Commitment to maintaining our nation’s defenses. —“Partnership with the developed nations of the Atlantic and Pacific communities. —“Communication with the Communist - ruled peoples of Eastern Europe and the Soviet Union. . . bridge - building in
behalf of freedom. —“A fourth principle ... relates to the priority placed on preserving unity and promoting social and economic progress in our own hemisphere. —“A fifth principle ... relates to the three-fifths of mankind who lives in Asia and Africa: Our commitment to assist them in the difficult and complex tasks of nation-building.
