For the year 1964 Clinton Phillips and Jean Horn were selected to attend as representatives of Fillmore High School. Clinton, the son of Mr. and Mrs. Cecil Phillips of Fillmore, arrived at the Indiana University Campus on the sixth of June and went directly to the Wright Quadrangle where he and approximately 900 other boys were to stay for the week set aside for Hoosier Boys’
State.

After getting settled the boys began working toward their goal: To set up and put into operation a government among themselves similar to that of Indiana. In this operation the boys were divided into eight counties and sixteen cities with approximately fifty-seven boys in each city. These cities were to elect local officers such as City Clerk, Mayor, Fire Chief, and etc. As the week progressed the newly elected officers set up their offices and administered their city. On the first official day, which began at 6:30 a. m., the ; boys were marched by their sponsors to the parade field where the flag raising and drills were practiced for the coming Governor’ Review. This was to be part of their daily schedule. After flag raising breakfast . was served in the dining hall. ‘ Then came County School where fundamentals of local and national political mechanics dominated the scene. Participation in political activities was next on the agenda. For this voting machines and active politicking (campaigning for offices, local and statewide, and assuming offices) was
scheduled.
Immediately following was
lunch. Then came athletic activities and the resumption of political activities. Before the close of day flaglowering ceremonies were held. This ended a typical day at Hoosier Boys’ State. To climax a memorious week the boys marched to the football field where they were addressed by the Indiana State Governor, Mathew Welsh. While at Boys’ State Clinton was elected to the Nationalist (one of the two political parties at Boys’ State) State Nominating Convention. He was also elected a state representative and was appointed Clerk of the House, an unofficial position. Sincere appreciation was expressed by Clinton to the Fillmore Lions Club, the American Legion and the faculty of Fillmore High School for the privilege and honor of going to Hoosier Boys’ State. Jean Horn, the daughter of Mr. and Mrs. Piercy Horn of Fillmore, arrived on June 28th I at the I. U. Campus and went directly to the Foster Quadfangle. Girls’ State, being set up a little differently than Boys’ State, Jean’s first assignment I was to register and go to her county. Instead of eight counties like Boys’ State, Girls’ State has only four counties, Freedom, Democracy, Justice, and Loyalty. These counties are
divided into cities of 40 girls. Each city and county has a government counselor and a social counselor. Daily activities began at 6:30 with flag raising at the Foster Memorial Flagpole at the Foster Quadrangle where the girls were housed. During the day cities and counties met and learned the principles of Indiana government. Political parties were established: Nationalist
and Federalist. Candidates for state, county and city offices were selected and vigorous campaigns were began. Afterwards the officials were elected. Those who were not elected to any position were given appointments, thus every citizen held a place in the mock government. The girls performed their jobs and learned very much during this experience Other highlights of the week
were a pin ceremony, campaign rallies, a talent night, a visit from Senator Bray, firework* on July 4th, and Honor Day which was held on July 5th. Jean also wishes to express her sincere appreciation to th* Women’s Auxiliary of the American Legion, the Fillmore High School Faculty and all those involved in helping make her a candidate for Hoosier Girls’ State 1964.

Gladys Off Shore BOSTON UPI — Hurricane Gladys swept her rainy skirt over coastal New England today but her destructive punch landed in the North Atlantic, 140 miles from land. Tides were two to three feet above normal in some sections, but no flooding was reported.
