No Vote Is Seen On Poverty Bill WASHINGTON UPI—Presiident Johnson's $1 billion program to revive the economically depressed Appalachian area was before the Senate today, but there was little prospect of an immedidate vote on the measure. GOP Leader Everett M. Dirksen, 111., made it clear he would not permit a vote on the bill until the Senate disposed of his proposal to delay Supreme Court-ordered reapportionment of state 1 e g i s 1 a tures. The measure is attached as a “rider” to the long-stalled $3.3 billion foreign aid authorization bill. A vote on Dirksen's proposal is blocked at present by a junior giade filibuster, conducted by several liberal Democrats. Dirksen moved to halt debate b\t invoking cloture. He

predicted a close vote Thursday on the move, but it appeared unlikely he would win. Both sides agreed, however, that as of now those opposing Dirksen's reapportionment rider have not got the votes to shelve the controversial issue.

Khanh Backed By Lt. Gen. Khiem SAGION. Viet Nam UPI — Lt. Gen. Tran Thiem Khiem, defense minister of South Viet Nam and commander-in-chief of the armed forces, went on record today for the first time in support of the government of Premier Nguyen Khanh. Khiem told United Press International in an exclusive interview, “I am opposed to anybody who tries to stage a plot and lead the nation into turmoil.” Khiem is 39, a silent, unsmiling man. He is the highestranking general in the Vietn a m e s e army—having been promoted to that rank months ago by Khanh, who is a majorgeneral himself but needed Khiem's support. Khanh. Khiem and Gen. When this hand was played, I South didn't see that he had a finesse. Like many players, he thought of finesses in terms of A-Q and K-J combinations.
