Central Press Washington Writer rTTASHINGTON—Increased U. S. military involvement in the W Vietnamese war caused deep initial concern in Congress and throughout the Johnson administration. For a brief period, the Washington atmosphere resembled the crisis days at the
beginning of the Korean War.
Among the notable similarities was an immediate declaration
of unity from opposing political factions on American foreign policy. And there was broad, almost unanimous, agreement on the rightness of steps President Johnson took to respond to the naval aggressions committed by North
Viet Nam motor torpedo boats.
A very similar reaction from political leaders of both major parties was evident when President Truman ordered U. S. intervention in the No»th Korean invasion of South Korea. A public opinion survey of the time showed that Truman, in the wake of his response to that aggression, enjoyed the highest percentage of popular support he was ever to
achieve during his White House years.
Yet, over the course of time, the Korean encounter became “Truman’s War,” a term of political derision, and presidential candidate
Dwight D. Eisenhower gained votes on his pledge to go to Korea
it elected.
Obviously, U. S. involvement in an armed conflict carries a potential political liability to the party in power and to its elected leaders. Whether it becomes reality depends on the actual conduct of the conflict. In the case of Viet Nam, there is a constant threat of still deeper involvement and the same frustrating inability to see an avenue to victory and disengagement. Should events go badly, they could hurt Johnson's election chances. There could be a Viet Nam “backlash” of voter protest, just as there is a civil rights backlash vote in the offing. • * » • • JUDGE’S TOOL—The administrator of a local civil court recently swore in a new judge. At the conclusion of the ceremony, the administrator seemed surprised that no one in the assembly had thought of presenting the new jurist with a gavel. “You don t really need one,” he said consolingly. He went on to point out that discipline was easily maintained in the courtroom, and if attention was required it could be achieved by a gentle tapping. To demonstrate this, he tapped on his desk with what appeared to be his knuckles, then opened his hand and showed the "tool” to be a silver dollar. Further, he continued, the new judge probably would find that he didn't always know the law, or have law books readily at hand. In that event, he continued, the “tool” could be flipped— heads for “sustained,” and tails for “overruled.” He then presented the somewhat battered “cartwheel” to th» graceful jurist
