In the House tables are supplies on both sides of the aisle for members of the committee in charge of the legislative business before the House. Debate in the House is controlled by strict rules, and consideration of a bill, once it reaches the floor, progresses in an orderly and stylized pattern. A public address system makes it possible for the Galleries to hear most of what is said. In the Senate there is no public address system and debate is unlimited. The first two hours of a Senate session are known as the morning hour, and this is the time when bills and petitions are introduced and other routine business conducted. In January. 1964. the Senate agreed that for the first three hours after the morning hour all debate must be germane to business (legislation) before the Senate or to an amendment offered to the bill. Just how this rule of germaneness is going to work out is the subject of some | speculation as Senators seems to find it difficult to be germane for any length of time.

LEAGUE LOOKS AT-WASHINGTON, D. C.
A visit to Washington, D. C, seldom fails to help the visitor better understand how our democracy works, but the national League has sought to increase that understanding by publishing a guide to the part of Washington which houses the federal government. The guide is not only informative for the tourist, but for the stay-at-home as well who would like to take a vicarious glimpse of the site of the day-to-day operation of government. The following paragraphs are excerpts from the guide. The complete Washington guidebook may be obtained for 35c by writing the LWV of the U. S, 1026 17th St.. Washington, D. C. The Senate meets in the north wing of the Capitol, the House of Representatives in the south wing. Both chambers are on the second or Principal Floor. The Galleries, where the public may sit and watch the Congress conduct its business, are on the third or Gallery Floors of the
two wings. If you take a tour while either house is in session, you will be allowed to enter the Galleries without a pass, but you may only stay a few minutes. If you want to visit the Galleries on your own you must have a pass, easily obtainable from one of your Senators and Representative. Both houses usually meet at noon Monday through Friday but to make sure either house is meeting and at what time check the column “Activities in Congress" in the Washington Post, the morning newspaper. In the Senate the Vice President of the Senate, when there is a Vice President, is often in the chair at the beginning of a meeting and when an important vote is about to be taken. At other times the President protem, or some Senator appointed by him. presides. Presiding over the Senate is considered a chore and is used to “train” new Senators in Senate procedure, so you will often see a
very junior Member presiding. He is backstopping by the Senate Parliamentarian who sits j just below him and advises when the presiding officer is asked for a parliamentary ruling. In the House the Speaker presides over the opening ceremony and when the House is about to make a legislative decision. Much of the business of the House is conducted in the Committee of the Whole House on the State of the Union (a parliamentary device whereby the House is able to conduct business more informally than the strick rules for formal sessions permit). When the House has thus turned itself into a Committee of the Whole, some other Representative takes the chair. The visitor can tell when the House is meeting in Committee by observing the position of the the Mace to the Speaker’s right on a stand behind his chair. When the Mace is in position the House is in formal session: when it is lowered the House is in Committee. Each house opens with a prayer by it respective Chap-
