Solans Working On Foreign Aid WASHINGTON UPI — The Senate begins work on President Johnson’s foreign aid authorization bill today with critics planned to make severe cuts in the traditionally embattled [ program. Senate leaders were hoping for final action before week’s ' end on the measure, which would set a $3,467 billion ceciling on U.S. foreign aid spending for the current fiscal year ending next June 30. A separte bill must be passed later, actually appropriating the money within this ceiling. The House gave Johnson the exact $3.5 billion authorization he sought, but its money bill, passed July 1, totaled $3.3 billion. The Senate usually has acted more charitably toward the aid program, but this year critics led by Sen. Wayne L. Morse, D-Ore., have prepared a long series of restrictive amendments which would trim th® ceiling figure.
