Bill Affects School Buses INDIANAPOLIS U P I — Transportation of public school children would be put on a “must” basis under terms of a “may” basis instead of a new bill being drafted by a legislative study committee. State Rep. Ralph Waltz, RHagerstown. chairman of the School Transportation Laws Committee, said the change would make it possible for local school officials to better meet transportation needs of pupils than is possible under current conflicting laws which set varying distances from schools as the mandatory limits outside of which transportation must be provided. He said the change would mean more public school transportation rather than less because community pressure would prevent school officials from reducing such service.
Waltz said the committee hopes to produce a complete new code covering all public school transportation.
Nikita Boasts Of Russ Economy MOSCOW’ UPI —- Premier Nikita S. Khrushchev presented his own version of a new deal for consumers, farmers and professional men Monday and boasted that the Soviet Union will “win without fail” in its economic struggle with the United States. Khrushchev went before 1,443 delegates to the Supreme Soviet parliament to open a session that is expected to shorten the work week, raise wages, give farmers a pension, improve consumer goods and boost material incentives. “We are competing with the capitalist world an especially
with the United States, “Khrushchev said. “We shall win without fail.” Then he waggled a finger at foreign newsmen sitting in the upper gallery at the Kremlin Hall and taunted: “To those gentlemen correspondents who are smiling, let me say, people who laugh last, laugh best.” While Khruschev was outlining his new deal, Communist China accused him of trying to restore capitalism in the Soviet Union and said his oppressive “dictatorship” has the Soviet people “seething with discontent.” Khrushchev had promised improved welfare measures before but admitted Monday the 1962 Cuban crisis had delayed them because the international situation then “compelled us to spend more on defense.” Khrushchev announced wage boosts for doctors, teachers, nurses, government office workers, public service and trading organization employes, many of whom get less than ordinary workers.
Khrushchev said the new deal which affects 18 million workers is aimed at removing differences in wages and salaries between Russia’s rich and poor. In proclaiming his intention of beating America, Khrushchev said the Soviet Union now could boast a gross national product 65 per cent of the United States’ compared with 33 per cent 10 years ago.
Refuses Visit Requests TOKYO, UPI — The Soviet Union has refused to allow Japanese families to visit graves of their relatives in the southern Kurile islands, the Kydo News Agency said Monday, but Japanese sources said they thought the proposed visits would be allowed at a future date.

Protests Ship Radio LONDON UPI — The “pirate” Radio Caroline is stealing the audience of the Isle of Man’s commercial station. Radio Manx, the station charged Monday in a telegram to the British government. The radio ship has been broadcasting from a position off the island since last Monday.
President J. D. Boyd of Alcorn A&M College said the body was identified as Charles E. Moore, 19, Negro, of Meadville, Miss., who had been missing since he left the college May 20. Sources close to the investi-
gation had said earlier the body appeared to be that of a white man. The body was found floating in the Mississippi River near Tallulah, La., with its legs bound. It was found by a fisherman about 10 miles southwest
from Philadelphia, Miss., where the three missing men disappeared June 21: The missing men were Michael Schwerner, 24, of Brooklyn, N. Y., Andrew Goodman, 20, New York City, and James Chaney, 21, of Meridian, Miss.

Plan Refinery SANTO DOMINGO, D. R. — UPI — Two officials of the Foster Wheeler Corp. of New York were here Monday to work out details for a $10 million oil refinery. Project director Robert Lunger and technical engineer Roberto Dean said they were representing the Midland Corp. of Minneapolis, which wanted to set up the refinery in cooperation with the Dominican government. They said a refinery could be operating 18 to 24 months after the selection of a site.
Body Is That Of A Student JACKSON, Miss. UPI — The president of a Negro college at Port Gibson, Miss., said Monday a body found Sunday has been identified as a student at the college and not one of three missing civil rights workers. The lower torso had been brought here for an examination by pathologists.
