Hughes Defends Money Transfer GREENWOOD, Ind. UPI — State Treasurer Robert E. Hughes today defended as “my constitutional and legal prerogative" his transfer of $3.5 million from 17 banks located in counties which contributed to his defeat as a gubernatorial : candidate. Hughes lost to Lt. Gov. Richard Ristine in the race for Republican nomination for governor June 9. Beginning shortly after the convention Hughes ordered the withdrawal of inactive state funds from banks in various counties, all of which had failed to support him with votes of their convention delegates. Hughes was on vacation in Colorado at the time the transfers occurred but he confirmed that “I knew what was going on back in the state treasurer's office in Indianapolis. When reached today at his 1 a w office in Greenwood, Hughes said, “It is my constitutional and legal prerogative to deposit state funds where I see fit. This has been a patronge of the office since 1852, and I regard it as my patronage.”
