City Taken By Red-Led Rebels ELIZABETHVILLE, The Congo UPI — Communist supported rebels, armed with crude weapons and smeared with war paint, were reported today to have seized the eastern Congo city of Albertsville for the second time in a month. Reports reaching here said marauding Baluba tribesmen, under coaching from Communist China, were running loose in the streets qf Albertsville with spears and bows and arrows. The Congolese government maintains a 700-man garrison of troops Ip the city, capital of north Katanga Province, but reports said that the soldiers were making no effort to stop the tribesmen. North Katanga is one of three eastern Congo states where Communist-backed rebels have been fighting against the government of Premier Cyrille Adoula. WASHINGTON UPI — The State Department has not yet reached a decision on whether to permit Mme. Ngo Dinh Nhu, widow of the one-time strong man of South Viet Nam, to visit the United States again. The Conservative Party Club of Flushing, N.Y., has invited Mme. Nhu to speak at a rally July 7. Club officials quoted Frederick G. Dutton, State Department congressional liaison officer, as saying all clearances had been issured for her visa. But department spokesman Robert J. McCloskBy said Thursday Mme.
