Bayh Supports Finance Bill WASHINGTON UPI — Sen. Birch Bayh, D-Ind., will support a bill to force senators to make full disclosures of their financial holdings but he is not critical of colleagues who oppose the
measure.
The bill is now before the Senate Rules Committee. Bayh told a news conference here Thursday that he did not consider to require such disclosures by cabinet members but not by members of Congress. “Congressmen are weighed by the voters every two. years and can be retired whil^ fcabinet officers are appointed by the President,” he said. “Also, our votes are a matter of public record while much administrative action is in the area of discretion and not made public. It’s for the good <sf the country that this discretion ^ot be jeopardized by conflict of In-

U.S.Has Hew Moon In Sky CAPE KENNEDY UPI — There’s a new moon in the sky, courtesy of American rocket power. The man-made object is the first space-going test mode! of the Apollo ship that U.S. experts feel, now more confidently than ever, will transport three astronauts to the moon by late 1969. It may look small and slow. But the craft, composed of the moonship dummy and a burned out second stage rocket casing, is a pinwheeling giant 80 feet long and weighing 37,300 pounds, and it is dashing silently through space at 30 times the speed of a bullet. The Apollo is believed to be the world’s heaviest spaceship and the feat that sent it so far and so fast scored an important inaugural success for the S”0 billion program that the United States is counting on to beat the Soviet Union to the moon.

Russian Troops Still In Cuba WASHINGTON UPI —Predicted big withdraw! of Soviet forces from Cuba has so far failed to materialize, raising a number of questions in Wash-
ington.
Last April, U.S. officials were reporting that the Russians apparently planned to turn over operation of their SA2 antiaircraft missiles in Cuba to the Cuban armed forces on or about
May 1.
It u'as said at the time that >^his would permit the Russians
in Cuba associated with the missiles. This would amount to perhaps 3 000 of the estimated 4,000 to 7,000 Russian troops on the island. But there never has been any formal word from either the Russians or Cubans that the missile turnover took place. Cuban Premier Fidel Castro in i May Day speech merely indicated he would get the missiles
“soon.”
