French, Russian Offers Refused WASHINGTON UPI — The United States has rejected French and Soviet proposals for a full scale international conference on Laos unless there is first an effective ceasefire and the Communists withdraw from
recently captured territory. The State Department declared that unless these conditions were met there would be “no benefit” in convening a 14nation Geneva conference for Laos similar to the one held in 1962. In making this declaration, the United States essentially backed the position of Laotian neutralist Premier Souvanna Phouma.

Disagree Over Pay Raise Bill WASHINGTON UPI — Spokesmen for government employe groups clashed Monday on the merits of a federal government pay raise bill that includes a $7,500 salary hike for members of Congress. Vaux Owen president of the National Federation of Federal employes, told the Senate Post Office Committee considering the $512 million bill that the legislation discriminates against middle and upper level government employes. It fails to provide sufficient funds to bring salaries up to a comparable level in private industry, he said. However, John W. Mackey, president of the 60,000 member National Postal Union, strongly endorsed the measure that has been listed by President Johnson a» one of his “must” pieces of legislation this year. Mackay also supported the pay raise for members of Congress. Owen testified that the measure. which has been revived in the House after being defeated
earlier this year, had been trimmed down in the middle and upper grades to make the legislation more economical.
Hoosier Held On Serious Charges DAYTON, Ohio UPI —Curtis Alvin Angell, Indianapolis, was held here on a charge of staging s $52,000 robbery at a Farmersville, Ohio, bank Friday and of | assault with intent to kill a fedi eral officer. A U.S. commissioner Saturday set bail at $40,000 after he was captured in a gun battle | here at a downtwon hotel. Special FBI agent Ed Mason at Cincinnati said they received a tip Angell was at the hotel ! and they cornered him in a room where he decided to shoot

He tossed a suitcase loaded with $28,103 and a gun into a swimming pool from his seventh floor room. Another two guns and 20 rounds of ammuni-
tion were in the room.
Angell sought for parole violation, was sentenced to 15 years in prison for a 1958 burglary
in Clarksburg, Ind. He
paroled last August. Two bandits handcuffed four bank employes and three customers in the Friday holdup and then beat up the assistant manager of the Farmersville branch of the Miamisburg First National Bank. Mason said Angwell is suspected of a Jan. 9 Indianapolis bank robbery but no charges have been filed.

Carson, North Vernon, as chief justice of the Appellate Court.
