Soviet Ambassador Nikolai T. Fedorenko told the security council that “large-scale action" against Cambodia last week "by the United States and South Viet Nam can only be seen as a most gross violation and as blackmail to induce fear.” Cambodia demanded that the council condemn the United States and Viet Nam as “aggressors” in two border raids carried out last week by a Vietnamese armored unit, which, it charged, was accompanied by U. Yost denied American participation in the border incidents. He said that although a U.S. adviser was with the Vietnamese unit, no American personnel crossed the Cambodian border. Fedorenko said "an end must be put to U.S. interference in Cambodia and other states in that part of the world.” Fedorenko made the charge in opposing an invitation to Viet Nam to participate in a security council debate on Cambodian charges of aggression by

In an apparent effort to forestall military intervention by the Western powers, the Pathet Lao intensified a propaganda barrage aimed at justifying its attacks and preserving its battlefield gains in north-central Laos.
