Compromise On Common Market GENEVA UPI —The “Kennedy round” of trade negotiatoions got to an official start today after a last-minute compromise between the United
States and the Common Market. Ministers and trade experts from 42 nations concluded a three-day Inaugural meeting by which laid down the ground adopting a final communique rules for the negotiations. It said the figure of 50 per cent Is a working "hypothesis” for linear tariff reductions.

The term “hypothesis” was used because France refused to go along with an American desire to see 50 per cent formally approved as a target goal for tariff reductions. The compromise, which in effect meant that everyone else had to go along with France, was worked out by experts Tuesday night and adopted by ministers at this morning’s final session.
