Nikita's Death Reports Untrue MOSCOW UPI — Most diplomats here expressed relief today that the report of Premier Nikita S. Khruschev's death was untrue. Tass, the Soviet news agncy, published denials of the false report shortly after midnight and then reported that Khrushchev met again this morning with visiting Polish Communist leaders. The Soviet press ignored the death rumors. The report, by the West German new-s agency DP A, was out only five minutes Monday night before it was ordered held up for checking by the agency’s
editors and then withdrawn. But during that time, it flashed around the world, causing hundreds of telephone calls to newspapers and broadcast stations and a rush of diplomatic activity. Most of the callers expressed relief when told that the report was untrue. That also was the reaction of the majority of diplomats here. Many were routed out of bed by their foreign offices after midnight to check the report. By that time, it had been established that Khruschev, who will be 70 Friday, was last seen “ in full health” at a Kremlin reception and that the report. in words of the Tass news agency direcetor, Dimitri P. Goryunov "is just a silly rumor.”
DISCUSSES SHIPYARDS WASHINGTON UPI — Defense Secretary Robert S. McNamara said in testimony published today that some of the Navy’s 11 shipyards should be closed but it was "inconceivable” the number could go as high as six or seven.

The considerable amount of public funds spent in Indiana for welfare and relief programs indicates the importance of these programs to all taxpayers. Yet. few taxpayers understand public welfare. For this reason the members of the League of Women Voters throughout the state selected this topic for concentrated study. For this reason the Greencastle League presents in this column and the next a summary of information on public welfare in Indiana. In the early days in Indiana the local community was responsible for the support of its own, and only its own, needy persons. Some were given aid in their own homes but most were housed together in county poor asylums. The most distressing aspect of this system was that needy, normal children were housed with the insane and ill. Later the state began to provide institutions for the care of special groups such as law violators, the mentally ill, and others. The first such institution, a state prison, was built in 1821. The last group to be provided for, outside the poor asylum, was dependent normal children. In 1901 a board was created to accept custody of abused and neglected children and to provide foster care. In 1919 provision was made in several counties for the care of dependent, neglected, and delinquent children in their own homes. When widespread destitution came with the depression of the thirties state and local resource* were exhausted. As a result the Social Security Act was passed on August 14. 1935. This provided a permanent system under which the federal government assumed major responsibility for protecting its citizens against hazards of poverty, illness, unemployment, and old age. The original act has been amended many times. The most extensive redirection of Federal-State public assistance and child welfare programs was made by the amendments of 1962. According to Kennedy the new measure stresses services in addition to support, rehabilitation instead of relief and training for useful work instead of prolonged dependency. The Indiana Department of Public Welfare operates under the Ind. Welfare Act of 1936 and subsequent amendments to it. These state laws implement the U.S. Social Security Act of 1935. Participation by a state in federal programs is optional. A state may choose not to participate or may limit its participation by establishing lower maximum grants or stricter eligibility requirements. For example, although federal law permits assistance for children up to 18 years, in Indiana such aid may not be granted for a child over 16 unless the child is in school. A basic uniformity of welfare programs in Indiana is maintained through the supervision and setting of state wide standards by the State Department of Public Welfare. The State Board of Public Welfare is responsible for the politics, rules and regulations of the Department. It consists of five citizens, required by law to have a recognized interest in and knowledge of public welfare, and the Administrator who is the department's chief executive officer. All are appointed by the Governor. An Assistant Administrator has major responsibility for the program divisions of the department: Division of Services for Crippled Children, Children's Division, and Division of of Public Assistance. Basic to welfare services in Indiana are the 92 County Departments of Public Welfare. They perform the direct services to individuals, including financial assistance and casework services. Of the total welfare funds expended in Indiana, 80% to 85% are disbursed through the county departments. Ultimate responsibility for operation of a county welfare program rests with the County Board of Public Welfare, which is appointed by the judge of the circuit court. Of its five members, two must be women, one must be a township trustee, and no more than three may belong to the same political party. They serve four year staggered terms, without compensation. The board's responsibilities include: establishing policies, establishment of a county medical plan, adopting the annual county welfare budget and recommending the tax rate necessary to support it, approving appointment of department personnel under the State Personnel Act (state merit system). The board also appoints the County Welfare Department Director, who has primary responsibility for administration of all welfare services through the county welfare department. He is also liaison between county and state departments. In 1962-63 $51,700,169 was spent for public assistance in Indiana. Thirty-one percent was spent for aid to dependent children, 8% for child welfare services. 40% for old age assistance, 3% for care of the medically indigent, 3% for aid for the blind, 2% for service to crippled children, and 13% for administration. The county supplied 25% of this, the state 19% and the federal

The primary purpose of the League of Women Voters (a nonpartisan organization) is to promote good government through informed citizens. In accord with this purpose this twice-monthly column will present information on local, state, and national governmental issues of public concern.
