SAXON IN TROUBLE OVER TOO MANY NEW BANKS

By HENRY CATHCART Central Press Washington Writer tctASIHXGTON—One of the unhappiest men in official Wa3hW ington these days is James J. Saxon, comptroller of the currency. If it weren’t for the -esoteric, financial Mature of his job, he’d probably be the subject of screaming headlines—and on his way out of the administration. Saxon has sought to increase competition in banking by permitting the establishment of numerous new banks throughout the country. He’s granted more new charters than any of his predecessors and has incurred the wrath of some mighty political figures in the process. Saxon has also issued regulations and taken positions contrary to those of other Washington bank regulatory agenciei such as the Federal Reserve Board and the Federal Deposit Insurance Corp. He’s picked a couple of hefty fights with the Securities and Exchange Commission over who should regulate the financial reporting of banks, and

But Saxon lost his battles the other day, and in a spectacular manner. The director of the Bureau of the Budget, who speaks for the White House, notified Congress that Saxon’s fight with the SEC was his own and that the Johnson administration supported the

SEC in the matter.

Then, President Johnson ordered Treasury Secretary Douglas Dillon to co-ordinate the activities of Saxon, the Federal Reserve Board and the FDIC, a thinly veiled hint that Saxon can no longer announce positions contrary to those of the other

agencies.

It was the most direct slap that Johnson has administered to any man in his administration and probably means that Saxon will not be reappointed to his job when his present term expires. • • • • • FOR THE RECORD—Senators and representatives are extremely sensitive about how they will show up in an official record of congressional proceedings. The other day Sen. Joseph S. Clark, D-Pa., a strong supporter of public housing and urban renewal, presided over a Senate committee hearing on the legislation. The National Association of Real Estate Boards, which oppose the programs, appeared to testify against the legislation. At the conclusion of the hearing Clark apparently had some concern over his failure to challenge some of the statements made by the witnesses. As he thanked them for their appearance, he turned to the official stenographer and said: "The record will take note of the fact that the failure of the chairman to ask any questions does not reflect agreement with the point of view expressed.”
