The winner of the first-in-the-nation primary, Henry Cabot Lodge, however, remained at his ambassadorial post in South Viet Nam and gave no indication he would return home to campaign actively for the Republican nomination. The effect of the New Hampshire primary on New York Gov. Nelson A. Rockefeller or Arizona Sen. Barry M. Goldwater's
chances of success in their effort was inconclusive. But. a survey of GOP leaders across the nation reflected the opinion that the GOP convention this summer will be the scene of a wide-open fight for the nomination.

Rampaging River The mighty and muddy Ohio River, swollen by record rains and teeming with debris, pushed downstream today toward its third highest crest of the cen-
tury.
Cincinnati and Louisville braced for the full fury of the runaway river while farmers and townfolk all the way to the Mississippi watched the rising water stream over their cropland and through their streets. Upstream the crisis was over but the damage was done. Displaced families started moving back into their water-logged homes in parts of Pennsylvania, Ohio and West Virginia. The American Red Cross said 110,000 persons had been affected by the flooding streams and rivers and a state-by-state check showed more than 47.000 had been driven from their homes. Army engineers said the flood damage could exceed $200 mil-
lion.

Jack Ruby Case Is Nearing Jury DALLAS UPI — The courtroom spectacle that is the trial of ill-starred Jack Ruby should come to a stormy end this Friday 13th. The jury — eight men and four women — was expected to take over tonight. A tiff among nationally prominent mental experts sputters to a take-your-choice end in a morning's testimony by Dr. Frederick Gibbs, who doesn't believe medicine should be dragged into the gamey arena of cross-exam-ination. He was scheduled to be the last defense — and trial — witness, No. 6fi in a parade of testimony that was designed to send the 52-year-old Ruby to the chair by the state, and to acquittal by reason of insanity by the de-
fense.
Gibbs, a neurologist of the University of Illinois School of Medicine. responded to an urgent call from defense attorney Joe H. Tonahill Thursday afternoon and assented to come and testify — whereas he previously had refused on the ground that he didn’t believe medical knowledge
Parents Picket N.Y. City Hall More than 15,000 parents, mostly white, picketed the New York City Hall Thursday in protest against a school integra-
tion plan.
Parading in unbroken lines of eight abreast around the building, the demonstrators waved placards and shouted, “no forced transfers.” They were unsuccessful in attempts to talk with
councilmen.
Earlier, a parents’ delegation had met with education officials to oppose a proposal to send children out of their neighborhoods to other schools by bus in order to end racial imbalance in classrooms. The board said it would not change its plans. The demonstrators, largely mothers, marched from education headquarters across the Brooklyn Bridge to City Hall in one of the largest demonstrations ever seen in the nation’s largest city.

NEW YORK (UPI) — The Hoskin smokeless, odorless incinerator, is now being made in America. Invented by Gordon Hoskinson of Missouri, the new type incinerator for refuse found its first market in in England in I960. Richmond Steel Co. of Richmond, Va., is producing it in the United States. It will be installed in buildings at the New York World’s Fair and in several new skyscrapers.
