Federal Judges Hear Arguments Negroes for the first time attack public school segregation on a statewide level today in Alabama. A three-judge federal panel hears arguments on a request by Negro parents for an injunction prohibiting the operation of segregated schools anywhere in Alabama. Such suits in the past have been filed on the local level, but the plaintiffs claim the State Board of Education took over direction of school, policy in Macon County. Ala., where three schools has been desegrated but completely boycotted by white

students. The state board, which later rescinded its orders to the Macon County school boards, asked for dismissal of the suit on the ground it has no authority over local schools.
