Wide Difference On Whiat Laws WASHINGTON UPI — The niition'.s two m.ijor farm organizations offered widely contrasting proposals for the shape of new wheat legislation. Representatives of the National Farmers Union and the American Farm Bureau Federation presented their recommendations in testimony before the Senate Agriculture Committee. James G. Patton, president of the Farmers Union, called for a voluntary program, a price support of $2.30, a 10 per cent cut in acreage, with certificates for wheat consumed domestically and direct payments for exports. John C. Lynn, the Farm Bureau’s legislative director, recommt nded a repeal of wheat allotments, marketing quotas and the certificate programs. But both men emphasized the need for Congress to pass a wheat program for the 11*61 crop. Chairman Allen J. Ellender,

Russ Defector Of Value To West GENEVA UPI — Information possessed by Soviet defector Yuri Ncssenko could be very valuable to the West in devising strategy for the 17-nation disarmament talks, Western officials said today. Nossenko, who was a state security officer on the Soviet delegation here, is thought to have secret information on whether the kremlin really wants an agreement on general and complete disarmament. If the West knew the lines on which Soviet leaders are thinking, the officials pointed out, Western negotiators could adapt their position accordingly in the hope of finding areas of possible agreement. Missile Sack On Drawing Boards GRELNRIVER. LBJ invited To St Louis Jail ST. LOUIS UPI - President Johnson has been invited to visit 15 civil rights demonstrators in city jail Friday when he comes here for the city's bicentennial celebration. Democratic state Rep. Hugh White, who extended the invitation Tuesday, also said he would participate in planned picketing against the President to appraise him of the "social chaos which is prevalent in St. Louis.” White asked Johnson to visit 15
