PROGRESS IN PRINTING I PHOTO OFFSET A BOON AIDING COUNTERFEITERS | TO PHONY BILL MAKERS

By HENRY CATIICART Central Press Washington Writer TASHTNGTOX—Technological developments in the printing trade are deeply disturbing the U. S. Secret Service, They Ere making counterfeiting easier and the business is booming. In the fid days, it took an artist long, patient months to etch counterfeit master plates and more long months to print a batch •f passable counterfeit bills. The calling was limited, therefore, to those of considerable talent and dedication. However, in the last few years rapid strides have been made in development of photo offset printing. Instead of plates, all that is required are photos of the material to be coun-

terfeited.

In fact, owners of plants containing this type of equipment have been cautioned by the Secret Service to keep a closer watch on their employes. It seems that some of them have been returning to the plants after hours and using the equipment to do a little ‘‘moonlight”

counterfeiting.

Another development—fast aerial transportation—is also helping the countertfeiting business. Relatively large batches of counterfeit bills can be run cif quickly and shipped to a distant part of the country, or the world, for quick sales before the Secret Service can get hep.

To give you an idea of how things are going, tbf Secret Se-vice seized S3.4 million in counterfeit bids in the 12 months ended last June 30. Five years ago, seizures totaled $700,000, and in 1945, when World War II was ending, only $59,000 was seized.

• THE MOONLIGHTING CABBIES—Of the 12,000 individuals licensed to drive taxicabs in Washington, about three-fourths are only part-time drivers. An unknown number of these are government or Washington city workers. It isn't unusual to talk to Washington’s talkative cab drivers tiiid discover that they hold down government jobs—sometimes fairly responsible ones. The high cost of living in Washington makes it essential to find ways to supplement incomes. However, the General Accounting Office, known as the watchdog of the government, has uncovered a disturbing thing—that at least some of these cab drivers are driving their vehicles at times when they should be on their government jobs. It all came about because of a Washington regulation requiring all taxi drivers to keep an accurate record of their business—the times and places where they picked up and discharged passengers,

and the charge made.

By examining these records, GAO found about 30 Washington government employes and 60 Washington postal workers who showed they were driving their cabs at hours they should have been on their jobs. Some of them, now fired, were found to have driven cabs when they were absent from work on "sick” leave.

® WANTED: SOME REINDEER—Alaskan Eskimos have finally heard about the benefits that can flow from Washington. Learning of federal assistance for area redevelopment, a group of Eskimos dashed off the following letter to the commissioner of Fish and Wildlife in the capital: “When the people create the area redevelopment program we think it is the most wonderful idea man can think of. As we Wanted to see our people enjoy their lives if something worth whilo is created. Here is our chance Eskimos as we have experience in reindeer herding and everything impossible can be done by the am- May Gef bilious people and the problems can be solved.” Action Eskimo grammar may not be of the best, but they got their idea across. Alaska’s Sen. Ernest Gruening has p-ur^d his full support of a plan to ship reindeer to the Eskimos so can become gainfully employed again.
