Asks Lifting Of Restraining Order INDIANAPOLIS DPI — Governor Welsh has instructed Atty. Gen. Edwin K. Steers to seek immediate lifting of a restraining order issued by Marion Circuit Court which prevents the Indiana War Memorials Commission from meeting. The governor said such orders could halt the normal operation of government. The order was issued Nov. 29 by Judge Pro Tern French Elrod and was sought by a group opposed to use of the World War Memorial auditorium by the Indiana Civil Liberties Union. The temporary injunction has kept the 11-member commission which supervises the memorial and three other state-owned structures from holding any meetings or conducting any business. “The restraining order issued

by the special Marion Circuit Judge in Kingsbury vs. Indiana War Memorials Commission, if allowed to become a precedent, could permit similar harrassment suits to restrain and even halt the normal and routine operation of government," Welsh told Steers.. “The authority of a court being able to prevent a commission from meeting to conduct any business whatsoever must be challenged as strongly a n d effectively as possible,” the letter of instruction continued. “The commission is put in the strange position of not being able to meet to authorize legal action to defend its statutory responsibility

to administer the affairs of the World War Memorial.” Cbsing Orders Bring Protest: WASHINGTON UPI — The Defense Department order closing 33 military bases from New York to California brought a barrage of protests today from Congress, including charges of false economy. But Defense Secretary Robert S. McNamara indicated Thursday that the closing orders were part of a new economy campaign that would gear savings to

ASSASSINATION BOOK This is a photo of the cover of the United Press International-American Heritage book on the assassination of President Kennedy. In the past, because of a steady buildup in Polaris submarines and other defense programs, the Defense Department had to explain with each cost reduction why spending was increasing. Nothing placated Congress, however. Sen. Kennedy B. Keating, R-N.Y., introduced a bill to block the base closings in economically depressed areas. Rep. Samuel S. Stratton, D-N.Y. promised to turn the Pentagon upside down before accepting the cutbacks. New York stands to lose seven installations. Rep. Bob Wilson, R-Calif., said the decision to close the San Diego naval repair facility lacked logic in view of other "pumppriming” programs. Wilson said he has asked Assistant Navy Secretary Kenneth BeLieu to reconsider the closure on the basis of “economic horse sense.” Under McNamara’s order, a total of 33 bases would be shut down over a three and one-half year period. Twenty six of the bases were in the United States. The seven others were in three foreign countries, but were not identified until the governments concerned can be informed.

West opened the jack of diamonds, and South saw at a glance that East had the king. West would not lead away from the K-J-10 of diamonds in preference to leading a spade suit that his partner had raised. South decided that he didn’t like East. If given a chance, East would be unfriendly enough to lead a spade through South's king. That would put an end to South’s contract. To make sure of keeping East out of the lead, South decided not to play the queen of diamonds from the dummy. East would play the king. If South won with the ace. East might get in later with some such card as the eight or nine of diamonds. It was much better to play a low diamond from the dummy. East likewise played low, and South allowed West to hold the trick. WINS NEXT DIAMOND South won the next diamond with the ace and drew three rounds of trumps, ending in the dummy.
