Gangs Menace To U.S. Society WASHINGTON UPI — Underworld informer Joseph Valachi is offering “convincing evidence” that a secret gangland government menaces the U.S. society, Sen. John L. McClellan, D-Ark., said today. McClellan is chairman of the Senate investigations subcommittee which has been listening to Valachi’s lurid description of the Cosa Nostra crime combine. With the hearings recessed until next week, McClellan gave a short appraisal of the testimony to date. He noted that much of the stubby ex-hoollum’s testimony is “not especially new.” But, he commented authorities in New York elsewhere are currently following up leads from Valachi’s narrative of gangland warfare ot the 1930s.
INDIANAPOLIS UPI — The Indiana Department of Revenue went full speed ahead today with preparations for a belated start of collections of the state's new two per cent sales tax. The Indiana Supreme Court Wednesday ruled the tax constitutional and cleared the way for it to go into effect Oct. 22, barring further legal action by opponents of the levy which originally was expected to raise some $220 million for the 1963-65 biennium. The high court reversed a ruling by Marion Circuit Judge John L. Niblack in a suit brought by Dallas Sells, president of the Indiana State AFL-CIO. Attorneys for Sells were studying the ruling to determine whether to ask the court for rehearing before the expiration of the 20-day
deadline.
Although the court’s ruling will not go into effect until after that deadline passes, the ruling included a stay of the injunction issued by Niblack against any action by the Revenue Department to set up machinery for collection of the tax. The stay allowed the department to begin immediate preparations. Deputy Revenue Commissioner Robert Hale said the department expected to be ready to start collecting the tax as soon as the deadline passes. He said much of the necessary work had been done before Niblack’s ruling was issued in June. Although high court held the tax constitutional, it struck down a portion of the act giving the department authority to set the brackets at which the tax should be collected and interpreted another section to mean that no tax should be collected on sales of less than 25 cents.
Approves Resolution WASHINGTON UPI — The Senate approved a resolution Wednesday to allow another series of “great debates" during the 1964 presidential election. The resolution, which was sent back to the House, would suspend the “equal time” provision of the federal broadcasting law to allow the debates similar to the NixonKennedy discussions in I960. The resolution applies only to major party candidates for President and vice-president.
