Richard M. Nixon, keeps popping up as a possible compromise choice between the conservative Goldwater and liberal Rockefeller factions of the party. Observers point out that the senator and the governor both worked for Nixon in his run against John F. Kennedy—

Which he lost in a photo finish.

Nixon is just back from a long European vacation that many believe took on the coloration of a pre-campaign tour. For a man out for relaxation and sight-seeing, Nixon talked" to a lot of foreign government dignitaries and made a lot of headlines. He’s got a fairly heavy schedule of speech-making mapped out

• LIMITED SERVICE—Despite a general conviction to the contrary, there are some people in government who don’t believe it

Carl Kaysen, is a case in point. Kaysen is one of the truly anonymous White House aides. He is the President’s expert for international security affairs and until now has kept faith with a pledge to keep his name out of the newspapers. The only reason Kaysen is receiving any publicity now is that he is about to leave government service to return to his teaching post as professor of economics at Harvard. In leaving government, Kaysen is keeping faith with another of his conviction*— that two years in government service is enough

for appointees in his category.

Sargent Shriver is another who believes In limited government service. He advocates a fiveyear limit on the government headquarters service of anyone in the Peace Corps, which he heads.

And that includes himself.

Shriver faces rough going in getting his idea adopted, however. It runs contrary to Civil Service principles and it’ll take some
