SAIGON, South Viet Nam UPI — South Vietnamese military leaders, whose forces are supported by American aid, put themselves in direct conflict with the United States today with their acceptance of full responsibility for the recent raids on

Buddhist pagodas.

The military chiefs said they, and not Ngo Dinh Nhu, initiated the crackdown which resulted in the arrest of thousands of Buddhist leaders and the imposition of martial law throughout this Communist-threatened country.
