Putnam County Watershed Program For

An application for assistance in the Little Walnut Creek Watershed was submitted in October 1962, to the Department of Agriculture. The Putnam County Soil and Water Conservation District Supervisors sponsored this request. Donald Hazlett, Russell Township, is Chairman of this Board of Supervisors. This Watershed involves 41,600 acres of land. About 41,000 acres of this area is in Putnam County and the remaining 600 acres is in Parke County. Landowners within this area formed a steering committee to coordinate their interests in this project. Tim Ruark is Chairman of this group and William McElroy is the board of supervisor’s representative. Other members are: Ralph Call, Jack Vermillion, Bill Wright. Kenneth Nelson, Glendyn Irwin. Howard Davis, Tressman Goode, and K. R. Warne. The Watershed Application was processed by the Indiana Flood Control and Water Resources Commission and was then forwarded to the Soil Conservation Service. The SCS Watershed Planning Party toured the area in May 1963 and indicated the field surveys that would be needed in order to complete the preliminary investigation report. Surveys were completed by the SCS in June. The Planning Party

will meet with the local steering committee in August. The purpose of this meeting will be to allow the local steering committee to fully present to the Party the problems, damages, and needs of this Watershed. The preliminary Investigation report should be completed by April 1964. It will outline the works of improvement that will be required to solve the soil and water management problems that exist. Also included will be an economic study to determine if the work will be economically feasible when amortized for a 100 year period.] Cost of Maintenance will be considered also in this study. If the initial report indicates a feasible project and the local people decide to continue with the project a detailed plan will be made. Congress will then review the plan and if they approve SCS can then allocate funds for construction from money appropriated each year by Congress. It is unlikely that any construction could possibly begin on this project before 1966. NOTE: This is the last in a series of articles written by K. W. Harris, County Agricultural agent, and George Murphey, Soil Conservationist, concerning Watershed Projects that affect Putnam County. John Brademas, D-lnd. t said today he was informed by the General Services Administration that 6,800 acres of the Kinsbury Ordnance Plant near LaPorte have been sold to a firm headed by James W. Franks, Rantoul, 111, Franks, contacted by newsmen after the announcement was niade ) said the property was purchased for $1,410,000. He said there are about 1.000 buildings included in the property and the Kingsbury Industrial and Development Corp. which he heads will lease, rent or sell the structures and their furnishings and establish an industrial complex.
