Italy Will Have A New Cabinet ROME UP1 — President Antonio Segni planned to swear in Premier-designate Giovanni Leone and his cabinet today, giving Italy a new government in time for President Kennedy’s visit June 30. ’Hie move was expected to break Italy’s worst political crisis in years at least long enough to get a new budget and give this country a lender to greet the American chief of state. It was uncreatain how long Leone. 54, and his minority cabinet of fellow Christian Democrats will be able to retain office after Kennedy leaves. The new government, whicn appeared to shape up somewhat to the right of former Preimer Amintore Fantani’s “center-left” coalition, must win a vote of confidence in parliament to remain in power. I
