Kentucky Solon Sees Filibuster On Civil Rights WASHINGTON UPI — A Senate Republican leader said he thinks administhition forces will fail to muster enough votes to gag an anti-civil rights filibuster but will be able to wear it down with around-the-clock pressure. Senate GOP campaign chief Thruston B. Morton, Ky., said "if they need 24 Republican votes for cloture I don’t think they can get them" although racial unrest “could alter the situation.” But, hes add, “I think a filibuster could be beaten without cloture, by holding around - the - clock ses-
sions.”
Morton said he would vote to apply cloture against a filibuster. Administration backers accepted President Kennedy’s challenge to get the civil rights bill passed but Southerners rejected it. “He laid it on the line,” sa*d Senate Democratic Leader Mike M' nsfield, Mont. "Now it’s up to
