VOTING IMPLEMENTS—These are some of the Implements used in Rome by the cardinals in balloting for a new pope. The trays hold the “Aye" (white) and *‘Nay’’ (black) pellets. The silver plate is used to collect the ballots, from which they are deposited in the silver chalice in which the plate rests in the photo. Later they are transferred to the lidded cup for burning in the famous stove.

Penney Co. 6-3t Sugar Price Hike Is Investigated WASHINGTON UPI — House investigators indicated today they did not believe high sugar prices were connected with any failure of leading foreign suppliers to meet their U.S. sugarquotas. A representative of Peruvian sugar producers told a House subcommittee essentially the same thing as agents for Brazil, the Philippines, Costa Rica, the Dominican Republic and the French Indies - that their sugar quota commitment would be fulfilled. 1 > I «*l After the testimony by John C. Duncan, an official of W. R. Grace & Co., which is a major producer of sugar in Peru, the subcommittee members seemed to feel that the high prices and the delays in foreign deliveries were not related. Duncan said delays in shipments of sugar from Peru were partly caused by changes in the schedules of producers there as a result of a new policy adopted last year by the United in filling its sugar needs. In addition to specific quotas for certain countries, a so-called global quota was set up. This plan resulted in additional orders for sugar from various countries in addition to their basic assigned quotas. Agricuture Department offici-
