WASHINGTON (UP)—President Eisenhower’s second term honeymoon may last no longer than President Roosevelt’s. While no real revolt is in sight, a rebellious spirit is developing among members of his own party in Congress. Some are complaining about what they consider major irritations like the still sizeable foreign aid program and the record peacetime budget of $71.8 billion for the coming fiscal year. Others are grousing about minor annoyances. They do not want to learn first from thier newspapers about government action affecting their constituencies or their committee chores in Congress. They want to be consulted. All this can spell trouble for Mr. Eisenhower’s legislative program. How serious it may be will be more apparent by next

summer.

Republicans and Democrats have a healthy respect for the vote polled by Mr. Eisenhower last November. But some veteran Republicans in Congress believe there will be a growing | tendency for each man “to go his own way” in voting on the administrtaion’s legislative pro-

gram.

One reason for added sensitivity to the home front is that the House’s entire 435 seats and onethird of the Senate's 96 are at stake in the mid-term elections of 1958. Some Eisenhower partisans in Congress want the President to give them more concrete help to get his legislation passed. On the other hand, some con-

Demos Assail Revenue Tactics

INDIANAPOLIS v (UP)—Minority Democrats in the Indiana Legislature took the Republicans to task today for Governor Handley’s revenue-raising program. But GOP leaders accused them of “making newspaper

headlines.”

Rep. Birch Bayh of Terre Haute, House minority floor leader, charged the Republicans with “steamroller tactics” to “foist upon Hoosiers a sorry hodge-podge of tax measures in almost indecent haste.” Bayh called them "ill-formed proposals” directed at “the small tax-

payer.”

But Rep. Robert Webb. Bayh's Republican counterpart, said the Republicans "worked hard and long” on the program. “We do not have time here to make newspaper headlines or at- ! tempt to advance our political 1 careers,” Webb said. The citicLsms of the tax program was by no means limited to the House. Senate Republicans were accused of trying to "sell the public a bill of goods” by labelling a 50 per cent boost in the gross income tax an "education tax.”
