ORDER IS RESTORED PORT-AU-PRINCE. Haiti — (UP)-Constitutional rule returned today to Haiti where an unprecedented display of popular resentment forced Gen. Paul E. Magloire to resign as provisional chief of state. Magloire resigned Wednesday bowing to the pressure of a nationwide three-day general strike in protest against his assumption of dictatorial powers. He had suspended the constitution and arrested numerous opposition political leaders. The government was turned over to Chief Supreme Court Justice Joseph Pierre Louis, in accordance with the constitutional line of succession since there is no vice president. All political prisoners were reported released, including the chief opposition presidential candidate, Louis de Joie.
