FRIENDSHIP' APPEAL MADE BY BULGANIN
Winners o squad meets S meet. .Sho'vn a.b< York. Jon Bra Clay Warren,
REVIVAL OF “GENEVA SPIKIT” IS URGED BY RUSSIAN PREMIER WASHINGTON, Jan. 28 — L'P i President Eisenhower and .is top advisers today urgently lied a new appeal by Soviet Premier Nikolai Bulganin for a ovival of the “Geneva spirit” of friendship. The appeal was contained in personal letter from Bulganin to Mr. Eisenhower, the contents of which neither the White ise nor the Russians would
disclose.
Informed sources told United Pres?, however, that Bulganin’s message stressed the need for continued East-West talks to case world tensions. The sources said the Russian premier specifically proposed renewed negotiations on European security, German unity, disarmament and the lowering of East-West
barriers.
These were the topics which the foreign ministers of the

agree on at a meeting last fall. They had been ordered to try to work out solutions to them by Mr. Eisenhower. Bulganin, Britsh Prime Minister Anthony Eden tnd former French Premier Edgar Faure at their July ‘•summit” conference at Geneva, Switzerland. Bulganin was leported to have some new' suggestions in his letter on how the deadlocks might be broken. But it was understood he did not propose a new meeting with Mr. Eisenhower and British and French leaders. Negotiations, in the firj stage at least, presumably would be carried on through correspondence and diplomatic channels. Mr. Eisenhower had an op- ! I portunity to discloss Bulganin’s ; messages at a meeting today with the top-level diplomatic an ' military experts of his Nation . Security Council. It was understood that Bulganin suggested that the c ntents of his message no* b - * made public until Mr. Eisenhower had had a chance to study and reply to its proposals. The WTiite House, through Presidential Press Security j James C. Hagerty. would describe the message only as a “friendly letter” advancing i ‘ certain ideas. . . in the interest i of world peace.”
