IKE SENDS BUDGET TO CONGRESS

Dulles, Wilson Rift Develops WASHINGTON. Jan. 18. (UP) Secretary of State John Foster Dulles and Defense Secretary Charles E. Wilson disagreed toiay to how close the United States came to war during the f.rst three years of the Eisenhower administration. The disagreement between the two cabinet officers developed in the face of increased Democratic criticism of Dulles for his contrcversial “bring-of-war” statement. The statement prompted a demand Tuesday night from Adlai E. Stevenson, candidate for the Democratic presidential nomination, that President Eisenhower either repudiate Dulles’ assertion or fire him. Mr. Eisenhower will have an

opportunity to give his views at I a news conference Thursday. Dulles' controversial statement i weis that this country avoided I war three times with Communist I China only by “walking to the j brink" of conflict—during crises I over the Korean armistice, Indo- ( China and Formosa. | Wilson told a news conference Tuesday he “never thought we j were that close" to war in those | areas. But he conceded, "there ’ are all kinds of brinks.” I Dulles defended himself vigorously Tuesday against charg that he had gambled dangerously with the nation’s peace on the three occasions. He declared thu' the nation had not moved of i - - own accord but was "brought" t > the brink of war by Rod threats relating to Korea, Indo-China and Formosa. In a nutshell. Dulles said hri policy was to avoid war by every honorable means but let the enemy know in advance you ar *
