WTASHINGTON—When the Democratic-controlled Congress adW journs this year, its members can go home with less trepida-
tion than at any time in recent years.
Senators and House members from farm districts may encounter complaints from disgruntled constituents but those from urban and industrial centers figure they should be welcomed by the voters. As the congressmen view it from Washington, nobody at this par-
ticular minute is really mad at anyone and they can mend their fences with a minimum of friction. In the past, unemployment, fear of war and general uneasiness among the home voters have plagued congressmen and made them hesitant
about returning to their districts.
The recent pay boosts won by government workers and by auto and steel workers should help pave the way for a kind reception this summer for congressmen. The picnics and clambakes they attend during the recess should prove to be real sociable affairs rather than opportunities for home
district complaints.

Benron during the visit of Burmese Prime Minister U Nu reached comic proportions before the incident \v r as amicably concluded. After the distinguished foreign visitor had quitted Benson’s office after being kept waiting five minutes, Benson visited U Nu at Blair House with a tie clasp as a gift. It was only after presenting the gift that Benson was advised that Burmese men seldom wear neckties. U Nu solved the ticklish diplomatic situation by appearing with the clasp on the lapel of his jacket at a later reception. • • • * Q REPUBLICAN SOURCES insist that Chief Justice Earl Warren will be the Republican presidential candidate -next year if President Sisenhowcr decides not to run again. Despite his firm statement that he’s not interested, these GOP sources say, Warren cannot escape being drafted for the nomination should Ike leave the picture. The GOP argument is that Warren, for one thing, is the only man who could head off a wide open split between California Republicans who are divided between Vice President Richard M. Nixon and Senator William F. Knowland. Chances are that Mr. Eisenhower will seek re-election. * # * * O SOFT PEDAL—The administration seems to be going all-out in .'fforts to prevent anything Lorn upsetting the forthcoming Big Four nceting in Geneva. This became apparent first when Russia was disclosed to have exoelled three U. S. military attaches at the embassy in Moscow. The incident was not officially announced and news of it leaked ■ut. State department officials appeared to be surprised that it did. .t took them 24 hours to confirm the reports. The soft-pedaling was evident again when the Russians downed a J. S. Navy plane off Alaska. The announcement of such incidents usually comes from the State -r Defense departments. In this case, however, it was announced by Vhite House secretary James C. Hagerty.
