SECRETARY RESIGNS WASHINGTON, Jan. 27. (UP) —Thomas E. Stephens has resigned as President Eisenhower’s appointment secretary and will be replaced by presidential counsel Bernard M. Shanley, the White House/annou iced Wednesday. Gerald J. Morgan, now an administrative assistant to the President assigned to congressional liaison, was named to succeed Shanley as special counsel.
