Conrad headed a bonus studj commission which reported four alternatives: pay no bonus, pay one only to injured Korean vets and kin of dead at a cost of 5 to 6 million dollars, pay one only to those who served in Korea at a cost of 21 million ,or pay one to anyone who served in that era, cost unknown. The Senate GOP “most probably” will compromise for the payment to the disabled and survivors of the dead, he said. This would placate those lawmakers who feel Indiana is obligated to pay a Korean bonus since it gave one to World War II veterans and still not disrupt Craig's budget, ho said. The governor favors no bonus and wants to use 22 million left in a World War II bonus surplus to help offset a 59 million deficit the proposed budget would cause. As for the budget, a Republican senator who asked that he not be quoted said “it ought to be cut.” He figured it is about 40 million dollars too high. Craig’s highway speed limit proposal was unexpected in his speech to legislators Thursday and drew opposition from one cf the governor’s top aides. Craig did not propose any specific figure to replace the present 65 MPH limit was ind'eated a 6C MPH limit might be wise. But Rep. Phillip Johnson (RMooresville), GOP caucus chairman and chairman of a legislative study commissio non traffic safety, said he “unalterably opposed” any change in the speed
limit.
In effect, Johnson thought safety officials would be asking for trouble if they tried to sell a new speed law to legislators. Instead, he said, lawmakers should pass a law allowing police to arrest slow-driving • motorists who do not maintain a “reasonable' speed on busy highways. Sen. Dorothy Gardner (R-Fort Wayne) disliked Craig’s mental health proposals. He said Indiana should emphasize cui stead of custody, while she said Hoosiers must not overlook the fact Indiana “doesn't have enough beds to take all the mentally ill out of jails.” House Republicans were to caucus just before today’s morning se»ion. Johnson said he wants to hold more frequent party caucuses than in previous • ears and will literacy “open the windows” to ke'p everyone
