INDIANAPOLIS. Dee. S. 1UP1 —‘Phantom" bidding for state printing contracts has cost the state about $50,000 in overpayments during the past eigril years, th»- State Bor rd of Accounts revealed today. Robert R. Wickers ham, chief examiner, said the ‘scandal was uncovered during an intensive audit of the state printing offe. in line with Governor Craig's older to reduce printing costs. ‘‘I don't know just what can be done," Wickersham said as he. held out little hope any substantial part of the overcharges conic, be recovered. However, he said his office had referred to the attorney general information against an Indianapolis printing company and two former state printing directors in an effort to recover $1,797 in alleged overpayments. An additional $6,000 in overcharges has been recovered from printing firms since the investigation of the million-dollar yearly printing office started. Wickersham said. An example of ‘‘phantom" bidding, according to Wickersham was contained in the lettnig of a contract for 1,136.000 gross income tax forms July 9. 1951. The Acme Forms Co., Indianapolis. was awarded the contract among four bidders with a low bid of $18.80 per thousand. Officials of the -other three firms have denied submitting bids for the project. The "phantom" bids wore from Sentinel Printing Co., Indianapolis Printing Co., and Indianapolis Commercial Publishing Co
