UN Proposal Is Again Rejected PANMUNJON, Korea, May 8 .—(UP)—The Communists again rejected a United Nations take-it-or-leave-it proposal on a prisoner exchange today and accused the AJiies of blocking a Korean truce by refusing to negotiate. Vice Admiral C. Turner Joy of the U. N. retorted that if the Reds felt that way about it, the truce delegates might just as well break off their talks until the Communists had something new to say. But North Korean Lt. Gen. Nani II insisted upon another session tomorrow, and the U. N. agreed. No break in the deadlock over the repatriation of war prisoners was in sight, however, and all hope for an early cease-fire had faded. The Communists also charged today that Allied night bombers twice this week had attacked a prison camp at Changsong on the Yalu river border of Manchuria. They said the bombings occurred last Sunday and Monday, but did not report whether there were any casualties among the Allies prisoners. Brig Gen William P. Nurkols, U. N. spokesman, said the Air Force would investigate. He said Allied plans have dropped foor parcels into Communist prison camp but always by daylight
