The construction industry showed the greatest decline in employment, with 110.000 workc" laid off mainly because of severe cold weather early in November and materials shortages for non-defense building. The bureau said the decline was double tile average drop in the construction industry during November of the last five years. However, the industry still employed a new November high of 2,600.000 workers, mainly because of high levels' of military and industrial cons! mctian. Factory employment during! November totalled 15.900.0ft0, a drop of SO.000 «workers. The bureau said the drop was due mainly to payroll reductions in the lumber, canning. clothing and shoe Industries.
